My topic title pretty much says it all. My play through was going really well but I am pretty much hemorrhaging fans by the thousand because they wanted a patch for a game but there was no way to make one for them.
Am I missing something?

Not a bug. Once you receive the report, click on an employee and hit develop patch.

I ran into the same issue also. I missed it the first time around but then I got it the second time.

Yeah, I got that from the in-game popup, but the option wasn’t there.
@shanodin - As @Danny stated, you must click an employee and assign them this task. It’s a very quick process and is guaranteed to make your loyal fans quite happy. 
How long did you wait after the popup came up? Usually if you do right after you click OK, it works
No need to wait, as soon as the patch request is gone click on employe and click PATCH.
That’s actually a bug. I had a few times when asked for a patch that the option to make one wasn’t available on any of my employees. This happened only a handful of times though and I haven’t been able to replicate it.

Yea I’m having the same problem. The option doesn’t want appear.
Bumping this because the game doesn’t tell you to click on an employee for the menu with the patch option, or even that a patch can be made during game development.
I always made patch while i was developping other games, and it always worked. But patchin’ has a cost, and maybe the option is not available when you don’t have the money. How was your finances when it happened?
My finances were pretty healthy, about 14 million. I’ve never seen the option to develop a patch while the game was in development.
I’d like to chime in - bought the game today but ran into the same issue. The game advises me to create a patch but there is no Action Menu no matter which free employee I select (only the usual Train, Research and Fire options).
The game in question didn’t receive high ratings, so maybe GDT reckons it’s not worth the effort, but I love my loyal fans…
I had the same yesterday, when i was on level 2 (i did not succeed to go far from this level) it happen that told me about patch and did not find patch option anywhere, did not tell me where to find it anyway.
