[Win]The Third Office Won't Load

Whenever I attempt to go to the third office, it won’t even load! I can’t Ctrl + Esc, Ctrl Alt Delete, or use the Windows button. It goes down to the point where I have to unplug the computer. Could someone help me?

Go to System in Control Panel

I have this same issue, running Vista with 2 GBs of RAM/Intel Core 2 Duo.
