Windows 8.1 (Linux>OSX>Windows. However, it is needed as most game devs suck at their jobs and crap out single-platform titles time and time again, so I need to use this :/)
I used to have intel HD 3000 graphics, so I feel your pain. You really should get a new PC (You can get a decent one for $500-$700 if you are willing to build [Unless you can play everything you want already. No need for a gtx titan x if all you’re playing is GDT, amirite?])

HDD:1TB Western Digital Blue

PSU:PCYes! 430w 80 Plus Bronze (or save money for thePCYe’s 600w one)
Later a SSD with 120GB
Get a Evga, Corsair, or Seasonic (Preferably that last one) power supply. Cheap power supplies are VERY high on the list of things that cause computers to fail (and sometimes literally catch on fire)
