How the hell has this actually flared into a argument… If you bought off steam, you can get support from here.
They will ask for proof of ownership of the account btw. Really, you should be able to download it, it’s certainly a glitch or something. I doubt a company like steam will rip you off when they are making millions off of MOBAS alone.

Hey, so have you signed into your Steam account with your usual username/pass? If so any purchased games will appear in your library. The only instance I have heard of games being removed from a users library is when the game was gained fraudulently.
I DEFIANTLY bought the game, I know this 'Cause I accidentally bought it (I thought it was free) and my mum got really P***ed because I used her debit card.
It might be cause I didn’t delete it off my laptop when it broke and steam still think I have it.
Did you buy it from the Steam store?
Have you signed into Steam using the same username and pass as normal?
In your library do you have ‘games’ selected from the dropdown box?

Then you will need to contact Steam support and let them know
