In Game Dev Tycoon, I got for my game scores of 10, 10, 10, 11. I didn’t have Perfect Game and
Turn It Up To 11, and I got only Turn It Up To 11, without getting Perfect Game.
Technically, a score of 10/10/10/11 isn’t the same as 10/10/10/10 (a perfect game). However you’re probably right in that it should trigger both achievements.
Post-update, I find it harder to make a game score higher than 9 than it used to be. 9.75 is a nigh-unreachable Everest. On two playthroughs, I haven’t seen a 10, let alone an 11.
The difference between a 10 and a 9 used to be up to the whims of the RNG, and I learned how to scum the thing to get slightly better reviews. I haven’t tried that now - mostly because I no longer wince every time I see a score of 8.75 or higher.
It should trigger both achievements. The weird thing is that I got the 11/10 achievement (don’t ask me how because I don’t know) and can’t get the Perfect Game achievement, most I get is 10 10 10 9, hehe.

The first try on the 1.4 update, on my 8th game it got 9.5 then i quickly made another game “Zombie Carnage” which is a Zombie/Action game that got a plain 10/10/10/10. And that time i was like, HELL YEAHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH~!!!
