When I first launch up the game the ‘click to continue’ button stutters, it looks almost like a series of pictures instead of one smooth animation. Also when in game and I open up the research or game development UI the buttons don’t respond for about 4 seconds after my cursor hovers over it. I am using Windows 7 Ultimate 64 bit. This is the Steam version of the game.
Anyone?
Does your system meet the system requirements?
I played it with no lag, stable 60fps when it first released, the beta update worked fine, seems 1.4.5 lagged it up.

I would suggest trying a reinstall. Checking your hard drive is not full and that your AV is not interfering with the game.
Also try starting a new game and check if the problem persists.
I’ve done the re-install, hard-rive has 219GB free and I don’t know how to test the AV.
Which AntiVirus are you using?
Have you tried playing other games to see if the stutter is present?
I use Microsoft Security Essentials and all other games work fine. Its just in the Main Menu and the in-game left click menu thing.

To exclude files and folders:
Open Microsoft Security Essentials, click the Settings tab and select Excluded files & locations, and then use the Add button to select files, folders, or drives.

Also are you using any of the language packs? Where you using any of the Opt In Betas before the update? As your using Microsoft Security Essentials i would guess you are using Windows. Are you aware of any windows updates that you have received recently? I’m asking this because no one else has reported this issue so im inclined to think although it was timed with the 1.4.5 release that it is a localized issue.
Also are you using any of the language packs? No, I am using the English language.

Are you aware of any windows updates that you have received recently? No, but I have an update for Security Essentials and an ATI Update. (My graphics card) Should I download these?
Another question. How do I add more RAM to GDT? (Steam version)
Installing those updates did not fix the problem but playing in windowed mode did. I would still like to play it in fullscreen though. 
I would suggest keeping your software up to date as they may be patching issues which they became aware of with their former patch.
How much Ram do you currently have?
Bearing in mind that you didn’t have any lag until recently. It is unlikely that your lag is caused by deficient system specs.
It sounds like an image rendering issue to me. It might be an issue between your graphic drivers and the new version of the game that ain’t working well.
My best guess would be to try and install the latest stable version of your graphic driver from the manufacturers website and see if it fix the problem. If not (and any background processes ain’t eating up the ressources) I don’t have any other “bright ideas”.
