I’m currently developing my custom engine (the 5th one I think), and it just stops developing when it reaches one tech point remaining. Not sure if this is the same as the fixed “-1 points” bug for engine development as I downloaded the update via e-mail link, but the bug persists.

I had this problem and fixed it by firing someone. Not ideal but it may work for you.
