When you hold your Mouse on the field where you could type in a name for the game and then move your mouse to the right the windows will change from Game Concecpt to Feature Selection whre you then could press Start Development without having picked a Topic / Genre / Platform.
I tried this and can not approve. You actually do get to another screen, thats true, but you can not start development.
I tested this and indeed the screen shifts to Feature Selection.
