Developers in the Game Dev Tycoon universe don’t scratch their heads on a daily basis like you and I do. Rather, they hold off and bank their head-scratches. When they finally give in and scratch, they have a week’s worth of un-scratched itches to scratch.
They ate too much cheeseburgers.
Dear Devs of GDT,
It has come to my attention that each of my employees takes a week off to scratch their head every 3 months. That totals to four weeks per year, which is the statutorially defined maximum amount of vacation pay. Because my workers aren’t doing any work while scratching their head, but are still getting paid for it, I am interpreting it as taking a holiday with pay.
Since my employees then go on to demand ANOTHER four weeks off with pay at the end of the year, please implement a way for me to take my employees to the Employment Relations Authority and appeals to the Employment Court to demand my four weeks of overpaid salary back. Include features such as lawyers, statutory interpretation, and courtroom arguments.

Now, you might say to me: “Suing your employees is not good for productivity”.
THEY ABUSED MY TRUST. When I try to resolve this issue informally, they don’t even respond to me! It doesn’t matter how many times I click my employee, they just ignore me!
I therefore have no choice but to take this to litigation. Devs! Make it happen!
Careful, now. If you sue them for sneakily doubling their vacation time with well-timed head scratching, some other things may come up during the trial that will be uncomfortable for you. Like the consecutive 24 hour work days, 7 day work weeks, lack of an employee restroom, no breaks for anything but head-scratching, never allowing them to see their families, etc.
But in the nation of Teelandia, the Teelo Employment Act 2013 allows me to treat my employees like slaves!

Vacation = Paid Vacation
Scratching Head = Paid Sick-leave

At least thats the way i see it. Scratching the head just happens and i have no control over it - unlike the vacation. So i see it as the amount of days my employees (and i - don’t forget the boss also scratches his head, but never takes vacation) are absent due to sickness.
Isn’t the scratching of the head tied to the Speed stat? Meaning, the more Speed you have, the less often the head is scratched? At least that’s what I thought Speed did? On the other hand, it seems that when heads are scratched, they produce huge clumps of points(say, 12 at a time), so perhaps it’s a creative process on how to solve tough problems?
Speaking of vacations, how about a “send all to vacation now” button? Or, at the very least, a way to tell how much longer until an employee will be demanding a vacation?
A button to send everyone on a vacation at once(or a list to quickly choose from instead of slowly pressing for each one), would be a great addition.
