I don’t know if I need to have mods installed already or if its my computer or something but can someone please explain why I don’t have it?

Do you mean the ‘Mods’ button in the main menu?
yes the mod in the main button. the version is I got it from windows store is that why???!!!
IIRC, the Windows Store version of the game does not support mods
