I don’t think that anyone knows. There is probably a line of updates that developers want to release. It’s like with the steam key release. You have to wait until it is GDT’s turn.
Microsoft just did a huge system update on Xbox, so they might be running behind on the windows 8 store. However, Game Dev Tycoon is still the reigning #1 Game on The Windows 8 Store.
The updates was approved and should roll out now. It can take up to a day though to be available in all countries.

Hey guys,
It should be through now. However we have recieved reports of the Steam key button not popping up on the R click menu (The yellow bar at the bottom).
In this case the fix is to reinstall Game Dev Tycoon through the Windows Store.
It should look like this;
