Is there a way to turn off the music and have it stay off?
In settings. You can untick it.
I did, it turns itself back on 
try to start the game as an admin when you’re using windows, some games does not tell you that they tried to save changed config files and windows doesn’t let them because the location was in a restricted area

I tried it but there’s no save settings button, only a full/windowed sceen one. How do I save my settings?
they should save automatically when you change them, if the problem still remains maybe your firewall is blocking something, i’m using comodo and i have to add many games to the trusted list of the firewall/defense to get them work correctly
Normally my firewall tells me if it’s blocking anything but I’ll try this.
normally it should, but there are some games in which case comodo did not told me anything, and i was wondering why it does not work (e.g. games starting with blackscreen and nothing happens)
i had added the game to the trusted list and everything was fine, comodo just restricted access to directx, no dx -> no graphics and the game hang up
Just checked my firewall and this game has access so I don’t know why my music won’t stay off.
the last thing i’d think about is search for the config file (if there is one with plain text in it, don’t know), edit by hand and make it read-only
The fact you have this issue indicates your running an old version of Game Dev Tycoon, The current version is 1.3.9. and has fixed this issue. Please update your game using the original email from Fast Spring or through the Windows store depending on how you ordered.
