That should not be the case. Normally it’s the publishers who decides bout this. Like Sega, who region locked the whole of Asia.
South Korea has, as far as we know, a mandatory rating system for downloadable games. We have not gone through this system yet so this is why the region is restricted.
We are looking into how we can get a rating but often these rating systems are overly complicated and tuned for large publishers.
Is there no way that you can get Valve to do it for you? It would be stupid of them to not help you.

technically you should be able to see the game witihn your browser regardless your region
