Did you delete something in you Game Dev Tycoon file?
If not, right click on Game Dev Tycoon and click on Properties.
Go to the tab content and click Remove local content
Then install Game Dev Tycoon again.

Also that message can pop when anti virus removes the exe because it thinks its harmful. In that case, create an exception.
