Is it just me or does staff gaining experiencing and leveling seem to be a bad thing? Unlike training which gives bonus stats leveling doesn’t and just makes them more expensive. Almost feels like there was supposed to allotment points when they level that you can use as psuedo-training, but just isn’t there. That or you’re expected to hire and fire someone every-time they level twice or something.

Well it’s a difficulty mechanic, you have to keep up with your employees and get the most out of them. Eventually salaries wont be a problem for you. Try developing with publishers and creating AAA games.
Yeah, I get that but it’s just weird to see Experience as a negative mechanic. Poor naming I guess. Like you could in theory hire someone for 3-5 years and just train them over and over and they’d be way better than someone that you had actually making games and gaining experience. At least that’s the way it seems.
The experience does unlock new paths of training and specialization.
