There is UME, Ultimate Mod Editor (by @alphabit & @SirEverard), It’s really simple tool to make mods, so people started making A FLOOD of mods.
GHG Announced the Steam Warehouse.

@Romire I checked your profile, and you’ve only been gone about 3 months, as your last post was Feb. 13th or 18th, I forget. 
Anyways, people were banned, people quit modding, the great mod flood, GDT Mobile april fools that haxor fell for, steam warehouse, more/less categories, and roleplaying was banned.
Hope that I answered your question, although I didn’t put any detail in it.

Finally, we have started working on Steam Workshop support. At the moment this is in early stages but we are looking forward to giving our modders more exposure through the Steam community.
