Depands on the mod you want to make. If you only want to add researches/topics/events/platforms it’s not that difficult. But when you want to go beyond the API it gets more tricky

@DzjengisKhan Considering that an expansion pack is similar to DLC and that the MMO’s have the possibilities of creating an expansion pack, is it possible that you could have DLCs replicate what Expansion Pack’s do for MMOs in which it extends the lifetime of games on the market, increases price of product, and increases sales of the product?
