someone should rewrite there api make a new one like forge with a custom loader something that why an injuctor maybe a dll api for the game

Yeah, the API is limited. But there is always ways around that.
the api is simple coders should not have to code they own apis or work around
The API is meant to be simple, you know, so anyone can learn to use it?
If people want to do more advanced things, they will easily be able to find a way to do it.

Also you do realize this is a Node.js game? It has no reason to have a mod system anywhere near as advanced as any modding system done in Java (or any statically typed language game)
