Probably not, you usually can’t get a refund on digital things. (I haven’t found a reason to want one though, I found some tips that helped me get further)

If you live in the EU you can. No matter what the selling company says.
Not always the best idea to ask for one though. Steam for example is notorious for suspending accounts permanently for anyone who dares to ask for a refund: Steam account Suspension

I don’t know how true that is Kirov, here in the UK, if you take a game back to a shop they will refuse refunds, simply because you could have made copies or anything. Patrick will have no way of telling if the user has removed the game before asking for a refund so, he has every right to do the same.
Im assuming the user just didn’t get their game and now they want to throw their toys out of the pram about it, rather than ask for help.
