This pretty much depands on the amount of mods out there. If there is a great request for mods, and a lot of them are created, there might come a workshop

Most likely. The response towards modding has been great so far and many Steam users have been wanting/open to DLC so it wouldn’t surprise me if workshop support was added soon.
