I don’t like that site too much .Some games still have copy protection (so aren’t playable unless you somehow have code sheet), some are modified and some don’t even work!

Yes, it’s legal. Those titles are largely abandonware. Think of the internet archive as some sort of museum. You can’t actually obtain the games from there, just play them.

The internet archive itself seems to be exempt from the copyright act for vintage software titles.
