There’s an achievement for it, and it’s always them that gives the 11 as far as I can tell.
Yah, who doesn’t know that? It’s an achievement because All Games is meant to be the scourge of the reviewing and normally are the harshest and hardest to impress, them giving you an 11/10 is an achievement more important and above all other things in life.

So you made a GameDev/Simulation game and got a good score and made a topic.

So? I got a perfect ten when i made a game call Game Dev Tycoon… So what? I get an Inception and a Perfect Score achievemental trophy award for that, and?
