So I live in Europe, but do not have a European credit card or bank account. I want to use my American card, however it immediately forwards me to the German payment option (because I live in Germany). It’s invalid to use my American card because it won’t recognize an American address on the German payment option.
I cannot buy off of the Windows store because I do not have Windows 8.
Is there any option to pay in USD and not in EUR?

I have been burned too many times with Paypal and won’t use them anymore. They have repeatedly charged me for items, refused to fix things, and have just caused a copious amount of problems for me in the past.
Then you’ve been exceptionally unlucky! In about 10 year’s, i’ve not had more than 1 dispute with paypal and that was someone who made a donation to my account then reversed it and i was miffed that paypal’s policy is that if they donate to you, you are responsible for reversal fees, which i don’t feel is very fair, but from a personal level of experience, I’ve been very happy with paypal.
