I have got both design and tech specialists, both level 6, but neither lab will open up, why is that? Am I missing something? Bug maybe?
I think you need at least 50K Fans for the third stage office.
…don’t know how much money you’ll need also, I kinda started with 100M in the garage. 
Just realised I’d got 2 tech specialists and no design… got my design sorted and it popped straight away. SIGH!
