When developing games for a publisher, the platform/genre/topics may or may not be locked, depending on what the pulisher wants.
Even though this is fairly logic, it does prevent the player from accessing vital information for the development process,
because the hints you get from game reports are on the platform/genre/topic selection screens.
I will suggest that the ‘lock’ of choice is moved one step further back, so you can see the different platforms/genres/topics, and the hints connected to them.
This way you can stil get the information you need without having to abort development, start a new development just to get the information you need, and then abort that too, to re-start development for the publishing deal you initially wanted .
