Title says it all. When I make an RPG game I get between 9s-10s, yet I barely get ranked #1, why is that?
I would think selling this much would make it a hit…
Basically, you’re likely to have a #1 sales rank with 9.75 and more review average. With a 9, you’re more like in the #5 sales rank.
There is also some random factor, plus events throughout the sales that can boost your sales (like when you cross important steps in sales, or when a magazine publishes an article saying that your game is like “OMG it’s soooo good”, things like that.
The numbers like #5, #1, etc. are sales rankings. A great game will sell well, but you also have to consider your topic/audience/platform combo. This combo won’t affect the game’s reviews, but instead directly impacts sales. For example, Master V doesn’t do well with mature audiences or casual games. Virtual pet and casual are a great combo, and would get good reviews, but virtual pet does poorly with mature audiences. You could make a mature-rated virtual pet game for Master V and get great ratings for it, but it wouldn’t sell very well. If you want to hit #1, you have to make a great game in a genre/audience combo that suits its platform.

Genre/platform combo does count for the review (thus indirectly for the sales)
Platform/Audience, however, does count for sales (but not for review)
I also forgot, on a second thought, the hype factor (the more hype, the more sales), the number of fans (but at year 119, you can’t have fan problems).
The market share of the platform(s) also counts , the biggest market share, the more sales.
Having your own console also rises your sales (especially if you have researched Grid).
All these are small bits, but all put together, it can make a substancial difference.
