I once play Japanese “game development” game but it’s Simulation/RPG more than a tycoon game.
It’s PS1 game “The Game Maker”. You play as a producer in game development team.
Goal of this game is to make a game that can sell 1m in Japan in 10 years (if I remember correctly).
Each character are specialize in their own fields - Planer, Programmer, Graphic or Music.
You as a producer has to give each “work” to each one in your team.
Ex. in Music, it’s can be separate to BGM and Sound Effect ,and not every music specialize are good in both of them.
Every characters in this game are unique, they have personality, has trial, pro and con.
Ex. someone like to smoke, you has to separate him/her to another room, if not other character that didn’t smoke will get penalty to all their skill…
It’s has item to upgrade your team member, like paint program that can boots skill in 2D graphic, New computer that can upgrade every skill, etc
This game is fun and sometime make you laugh.
Once, I accidentally give my only programmer a ticket for study trip, and he will be absent for a week.
But there is a programmer work left undone and deadline is coming!
I has to give that work to my planer (he has some skill in programmer), and work day and night!
When he fall asleep, I hit him with paper fan to wake him up and give every items that boots endurance like black coffee and red bull to him then work for 3 days without sleeping!!
The finished work is abysmal but at lease it meets the deadline. You know, the show must go on.
