Any chances, for porting this game for PSVita?
Highly doubt it, I think it would be console or phones before the other.
On the console, not a game format will not work. Portable system just fits so slow gameplay 
At this stage we don’t have any plans to support other platforms yet. It will be awhile before we will be able to consider other platforms for the game.

I doubt they’d put their game on a platform they didn’t include in Game Dev Tycoon. XD (But as Charlie said, no plans for ports)
What bout considerations for Kick starter after the developer is done with GDT?
I think is good idea.
Everyone has their own preference, name a platform and someone wants game A ported on to it.
The reality as i see it, is that low performance devices cripple games to become a much lower standard. PC & Mac based games allow games to be all powerful.
A lot of gamers are very unhappy that in recent times, wonderful AAA games are created on the lowest base denominator, the xbox/ps and then ported to the pc. This leaves us with less features and gfx than our powerful, and fully upgradeable machines can handle.
