Do you have to have steam to play Game Dev Tycoon?
No you don’t, a non steam version is availble

No you don’t.
If you buy from the Greenheart Games website an e-mail will be sent to you with the link to download the game.
You will also be able to obtain a Steam key from the same link if and when you decide to use Steam.

Although I would recommend the steam version 
The friends system on steam makes it a lot easier to play with friends
