Does specializing someone in either Design or Tech has an effect other than unlocking the R&D/Hardware labs?

The specialists reduce the costs of running the R&D and hardware labs, so you can get more people working in them for less.
Is this really the only effect? The specialization training costs 5 million, but the savings are pretty low… It doesn’t seem like excess specialists would pay off, especially when the 100 RP cost is factored in.
