There is a way to force it to start, although some people get errors with it. (works with win 7 and 8.1) (just tried it, and so far it has worked, at 50% downloading)

I don’t need to force download it.
I guess I’ll just wait…
or maybe it is because of my ass Windows Update (it can’t download updates.)
