Canada* and a colonial nation is not the same as a vassal.
A COLONIAL NATION has more options, while the VASSAL is more limited. Nevertheless, they are both ruled by one monarch(Overlord, to be exact) and do not have the same options as a independant country.

I know that, I just could not be bothered to describe it. And in the games code, a colonial nation is considered as “vassal”.
