Saves.loading event key

The saves.loading event key appears to fire before the save is actually loaded, so none of the game’s data is available at that point.

It would be much more useful to have a saves.finishedLoading event that’s fired once the game has finished loading and initialising the data structures (including the mods’ save-specific datastores), so that a mod can then do whatever it needs to prepare for use.

I’ll add a ‘saves.loaded’ event in the next update.
