There seems to be a substantial random component in the scores of games. This gets more noticeable as the quality improves. If I make a game that goes well over my target rating (that I’m confident will be at least a 9), I will save before I exit the bughunt step, and often will try several times to release it. The score can vary by as much as a full point. It seems the only way to get a 10 is random chance - most games that qualify for a 9.75 could have gotten a 10.
Note that Large and AAA games require you to have specialists on staff working in appropriate areas, or they’ll actually downgrade 10 scores into 9.75 scores. They may even downgrade further. I’m not sure. Inadequate technology (determined by graphics quality) has the same effect.
