torrents doesn`t mean piracy in the first place, that can be my private files 
and according to the laws of my country, russia, i can even download illegal stuff the guy can be sued is one who gave me that conent ( the owner of the tracker)
i’d like to know where you see the law that states internet piracy is legal in russia lol
im not saying that its legal or illegal completely… ah nevermind
