Maybe You should wait for @alphabit or someone of the staff to reply. Because what worked for me may not work for you. 162 Gb is a lot of data would be a shame to have to redownload.

Is that (Steam + Game data) on your C drive? How much free space do you have on your C drive?
If your data is valuable too you then backing it up is a great idea. (if you have the room, is worth the 4 hours).

I have around 400 GB free
and C drive has around 200GB free

Well, trying the backup and reinstall method of diagnostics won’t hurt. (I usually do these tasks when i sleep) or you can try asking Steam support. We have not had any other reports of this occurring but Steam may have as this is a known issue in general with Steam/workshop/games.

Also have you tried letting it sit on the start screen for a while and see if it is just being slow?
Have you tried using steam workshop mods for your other games to check if it is a network issue?

Workshop works fine for the other games

And (I am sure you have, but just to check) have you uninstalled the game via steam and then manually deleted all pertaining files in both steam and app data? Restarted your machine and then reinstalled?

And is your game version up to date as per the changelog?

I just finished backng up, but your post makes me confused to make me what to do next. Did I missed anything?

Important note: Is cache verified correctly? Maybe a mod blocks sync, not sure.

I did the “Verify integrity of game cache” before and it said that it is fine, I did it now and nothing different

Wait I think I noticed something
When I open “Subscribed Items” it takes a long time and in the end it displays nothing
This is with every game and not just the steam app, but also my internet browser takes a long time and in the end it displays nothing

EDIT: So Steam support is the answer?

Yes, I would think so. Sounds like a security feature could be blocking the connection but your best bet is to ask Steam as they may well have come across this before.
